March 2026 Board of Commissioners Highlights

- The board approved Capital Improvement Bonds to finance the new public outdoor Community Center pool. This financing includes the construction, equipping, and furnishing of the new pool, including, without limitation, a splash pad, locker rooms, lounging and deck areas. It is important to note that these bonds only serve to finance the project and will later be repaid with millage funds from the citizens of Bay County.
- An agreement between Bay County 911/Central Dispatch and Axon Enterprise, Inc. was approved for a new Assistive Call Taking and Automated Quality Assurance program. This 5-year agreement will provide real-time transcription and translation in more than 30 languages, instant call summaries, keyword flagging, and supervisor visibility into active calls. The Automated Quality Assurance component evaluates calls against established protocols, flags potential compliance issues, and allows supervisors to review transcripts, summaries, audio, and QA forms.
- The board initiated the removal of Bay County Library Board of Trustees member Douglas Stone. This removal was initiated due to Trustee Stone failing to fulfill his responsibilities as a trustee for the Bay County Library System and failure to abide by the Code of Ethics outlined in the Bay County Library System Board of Trustees By-Laws.

- The board received a presentation from Lori Ziolkowski, MBA, from Great Lakes Bay Recovery Apartments. Lori presented regarding the group’s proposed new sober living apartment complex in Bangor Township. This brand-new complex would have 39 one-bedroom apartments, 11 two-bedroom apartments, on-site recovery coaches, case managers, and more.
- Four members were appointed to the Bay Arenac Behavioral Health Authority Board of Directors for 3-year terms, and one member was reappointed to the Region VII Area on Aging Advisory Council.
- County Executive Jim Barcia provided an update on construction at the Bay County Animal Services & Adoption Center. Construction was ongoing throughout the winter and the building is expected to open later this year.
