FY 2026-27-28-29 Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP) is an integral part of the planning process for the Bay City Area Transportation Study (BCATS). It includes all projects to be funded under Title 23 and the Federal Transit Administration (FTA). The TIP is also required to be financially constrained and include a financial plan that demonstrates how the projects can be implemented while the existing transportation system is being adequately operated and maintained. Only projects for which construction and operating funds can reasonably be expected to be available may be included, and must be consistent with the Metropolitan Transportation Plan.
The Bay City Area Transportation Study (BCATS) is proud to present the 2026-27-28-29 Transportation Improvement Program (TIP). The TIP includes information about proposed road, bridge, transit, and non-motorized transportation projects, as well as other regionally significant projects. A 30-day public comment period was held from April 28, 2025 through May 28, 2025. You may also view the TIP on the Bay County website at www.baycountymi.gov/transportation. The public was encouraged to submit written comments to BCATS by emailing them to Joshua VanderLaan, Bay County Transportation Planner/GIS Technician at [email protected], or by mail to 515 Center Avenue, Suite 504, Bay City, MI 48708. Submissions for comment ended on May 27th, 2025.
An Open House to discuss the TIP was held on Thursday, May 15, 2025 from 4:00 p.m. to 7:00 p.m.in room #128 in the Bay County Community Center Located at 800 John F. Kennedy Drive, Bay City, MI 48706.
A Public Hearing on adoption of the TIP was held during the regularly scheduled May 21st, 2025 BCATS Policy Committee Meeting at 1:30 p.m. in the 1st Floor Conference Room of the Bay County Building located at 515 Center Avenue, Bay City, MI 48708.
Copies of the TIP are available for review at the Transportation Planning Office in the Bay County Environmental Affairs and Community Development Department which is located on the 5th Floor of the Bay County Building, 515 Center Avenue, Bay City, MI 48708.
